Personally, I would leave in that pot until spring (mid March in your area) before doing anything with it. Through the winter, continue with as much sun light as possible or any growth will be etiolated and you will lose the color and frills. That is what happens to mine, but I'm much further north and my sun days during the winter months are few and far between. Also, I would rather allow it to grow a bit taller and cut the head and replant allowing the remaining stem to produce more plants. The natural course of Echeveria is that they get tall and top heavy and you end up cutting them anyway, so save yourself the repot and just cut it next spring.
