testing soil with skewer

I have been using a wooden skewer for testing moisture in my potted plants. It seems to be working better for me than the moisture meter. I know if there is a few inches of damp dirt on the skewer that the plant doesn't need water.

If only the tip of the skewer is damp & has dirt on it, does that mean I need to water? That tells me that there is still some moisture in the very bottom of the pot. I know that is probably a stupid question but I've lost so many succulents from over watering I'm getting paranoid. Thanks.
