Carefully repot up to the bottom leaves and WATER IT!!!!! It is soooo thirsty, it has started growing new roots; the white wiggly things. Can't say the leaves will plump up but given some time it will grow. In the future water a bit more. What can happen is if all the roots dry up and you water, there's nothing to take it up and can rot. It should dry some between watering. Just my 2 cents.

I find that if I place my plants in a sunnier spot with well-draining soil in a terracotta pot, it actually dries up in less than a week. So in certain cases, it is okay to water a bit more often! Perhaps test the dryness of the soil by sticking your finger in it?

A window with 5 hours of afternoon sun is too much sun for an Echeveria. I'm in CA and mine only get a couple of hours of direct sun in the morning, and then light shade all afternoon.

And that's for established Echeveria. Yours has almost no roots, and therefore very minimal water intake ability. I'd keep it in light shade until it's firmly rooted and growing vigorously.

Mine get a little less than half day morning sun in Texas. and they are watered once a week. It gets hot here 97 today. Heat is fine for them but too much sun is not. They also appreciate bright dappled shade. If the plant is that small I might do a little more than once a week. Like once a week and some misting ore twice a week , but only in very good draining soil.
