Unhappy baby echeveria

this is a sibling to the other echeveria I posted before, but with the actual roots showing. Not sure what's going on as I really don't water these guys. Is it possible to under-water them? The soil is also almost always bone dry too. This doesn't look like it has root rot but maybe someone else can tell better. If I leave it in a very sunny window (direct sun from noon to 5pm), and the soil often dries out withibn a day or so, how often should I water it? Or should I not leave it in that sunny window?

you can see that the outer leaves are withering while the inner ones are starting to wrinkle and soften. and one of the outer leaves has turned yellow as well.
