Echeveria(?) help!

Okay guys, I need help. I should have sought out a forum like this a long time ago.

Summer 2013 I got 3 succulents and put them in a single pot. Two of them are looking good, but what I think is an echeveria has been looking rough since winter 2013. My old apartment got very little sunlight, so the succulents were an irresponsible purchase. I'm sure my lack of experience also meant that they have been over or under watered at times.

The plant got a lot of great morning sunlight on my patio this summer. All of them are looking much better, but this plant has been like this since it was sun-deprived in my old apartment. The lowest level of leaves have been wrinkling/withering and falling off. The color looks pretty good, purply-red, despite my washed out image. Can anyone steer me in the right direction to get this guy happy again? I have read about cutting the head off and replanting, or propogating with a healthy leaf. Any ideas?
