Repotting problems

Since California is going through a severe drought, I decided to replace my water-hungry potted flowers on my balcony with c&s. Lots of buying trips to HD, OSH and Walmart.

With my houseplants, I repot after the plant has dried out, so the old soil is usually pretty easy to shake off. Tried the same with the c&s, but what Im noticing when repotting into gritty mix is that when the plants are removed from their original pots, the original potting medium can be pretty cement-like. Its very difficult to remove even when its completely dry. I have to take a fork and try to loosen the soil; that works to a point, but often I have to repot with some of the roots still embedded in a hunk of cement.

I tried soaking one in water to see if that would remove the old soil, but the poor little guy is looking pretty peaky, probably from pulling off too much of the root trying to get rid of the soil.

Does anyone else have this problem? And do you have a better way to deal with it?
