Not a good idea - succulents need air circulation, but I guess if you can provide that, all those things you mention, plus a fan, could be used.

I use mine to proteck my Sans. in for the winter months. Seeds would be better grown in smaller containers where you have more easy control of.

I was planning on starting the seeds in baggies, or small food containers. I wanted to use an aquarium to have more lighting/heat and better control.

Yes that would work great. Just keep them potted up in their own containers so you can easily remove them for what ever comes up.
