Bowiea

I just took my bowiea out of it's dark, dry location where it was dormant for several months. It really shriveled a lot during dormancy. So, I watered it and it's in the window now. It plumped up overnight and seems okay. There is a green shoot just starting to emerge from the bulb. I have never seen the bulb green. It is always covered with it's onion-like brown skin. Can I remove the brown skin? I'd like to. :) - I would really love to see the shiny green bulb underneath. Another question: does anyone let the plant go completely dormant? I've read that some do and some don't. I didn't water it al all during dormancy? If I do let it go dormant, should I water just enough to keep it from shriveling? I am concerned about any babies it has (hopefully) dying during dormancy. Thanks!
