Yes you can. IT is better done in the spring. One can also propagate them easily from the lower leaves of the bloom stalks. I think I have propagated them from the regular leaves also.
When I do chop of the stem I let it dry for a few days before I put it in fast draining soil and then I mist it till it forms roots.
I am sorry, I misunderstood your question. I thought you were talking about chopping the rosette off and rooting it because the stem has gotten too long.The flower stem will not make a plant, Maybe a section of i the bloom stalk will. I have never tried that but the blooming thing won't make a rosette. Its worth a try.The leaves will. It is best to root the lower leaves early on as the bloom stalk is pushing out.
