It's an Aeonium and it is infested with mealy bug. You can try and save it by spraying with a mixture of 50/50% water/rubbing alcohol. You will have to remove it from its current location because it will infect the other plants in the pot, if it hasn't already.

There are a number of green Aeonium. Yours could be Aeonium arboreum. You'll have wait until someone more knowledgeable adds to this or do a google search.
