I bought a bunch of cacti at Walmart two days ago because they were all $1.50. I usually wouldn't repot cacti this time of year, but they were in soil that was so wet, it was ridiculous and I was worried I was going to have an issue like this. I was doing a root wash on this guy and I noticed all of these spots at the soil line and at first I thought it was soil just stuck to the cactus. I tried to scrape it off with my finger and a little bit of flesh started to peel back. The roots are perfectly healthy and the spots are not soft. But I'm not totally convinced it's rot. Have y'all seen anything like this before?
