Somehow you have reversed the plant's cycle, but with most bulbs it is not hard to reverse this. These (Drimiopsis, assuming that is your plant) are native to winter rain areas, places in S.A. with a dry summer and a wetter winter, like San Diego, and have a Mediterranean climate.

The plant likes a hot dry rest. Ideally, you would water it all winter and let it go dormant in July, then wake it again in Oct. (The schedule here for plants from that area.) If the soil has moisture but the leaves are shriveling, let it go dry. It won't need light, so keep it as warm as you can. Place it in light in Feb/Mar, you should see a sprout. Water it then. When the heat of summer hits (late July), stop the water. It should have had enough time to feed the bulb. Come Oct, it should re-sprout.This summer drought should allow for it to bloom next winter.
