Or Aeonium haworthii; the white fluffs are likely mealybugs. spray them with alcohol daily until they don't come back.

Yes, I agree with Hoovb, Aeonium haworthii...and mealy bugs/scale. Rubbing alcohol mixed with 50% water, sprayed as told above. Good luck!

Or just poke em with a toothpick, the plant itself would like more light!
