My first thought is Echeveria 'Lola', but if it is more blue, as you say, then perhaps not. I think of it as more grey-looking. Is it a fairly small rosette?

Rosemarie - Yes, it is a small rosette. I think you have verified my hunch it was an echeveria, I took the photo at night and used a flashlight to backlight it. I was trying to ID it for a friend.
