I have a feeling your plant is Oscularia deltoides, not caulescens. It may well be large enough to flower, but flowering is usually about now so you might have to wait until next spring.

The Ruschia I don't know much about, there are so many of them. R. crassa isn't very common but your's looks like a match. Should also be large enough to flower, probably in autumn but I don't know for this species.

I think Shrubs is right about the Oscularia. It is a fast growing plant in full sun. Specactular matts of purple flowers in the Spring. See link below for some nice photos of O. deltoides:
