Is this an Echeveria or a Grapto?

This was given to me a few years ago when it and a million others of its ilk were used as part of a bedding scheme in a park i used to work in.
It has small blue/green rosettes and lovely pink/yellow flowers.
This is the first time the plant itself has flowered since 2002!
