what is eating holes in my pepper plants?

A picture of the damage might be helpful in figuring that out. Not having that, check the plants for caterpillars hiding under the leaves or on the stems (if found, pick them off or use a product like BT), go out at night with a flashlight and look for slugs/snails (if found, put sluggo or similar product around plant), or if it's quite large bites being taken out of your pepper leaves, watch for grasshoppers (they are plaguing my peppers and orange trees this year, no real help for it other than catching and dispatching the ones you see, grrrr). Peppers are also susceptible to aphids, but they shouldn't be eating holes in the plants, instead the new leaves/growth will start looking deformed or wilted, but check for those too - soap spray in late afternoon if found.

Earwigs would be another possibility. Slugs/Snails will leave slime trails--if you look closely you can see the remnants of the trails, they shine just a bit...

Aphids are sucking insects. They do not chew holes.

I had holes like this on my okra and I think it was flea beetles. I put diatomaceous earth around them, and protected them with little collars made from bottomless plastic pots. the plants really grew after giving them some protection and using the DE.
