raised bed suggestions

I have a slope on the corner and I want to put a retaining structure and fill it in with good soil. Not too tall, just around knee high or a bit shorter. Last time I tried it, people hung out after dark and smoked and drank and made a mess and threw trash in the flowerbeds. I was thinking cut railroad timbers set on end in the vintage tall and short pattern might do it and be affordable. In time the roses will fill in discouraging hanging out but until then and when I cut them for the winter, I need a solution. I was thinking I could do this myself.

How deep do I need to bury the ends and where is a good source for the wood in Orange County or nearby. Is there a better idea that isn't expensive? I can't afford a crew to build a retaining wall. I'm planning to build as I go and do the corner first and then work down each end of the property, tapering down until the wood is at ground level where the walkway begins.
