An Airy Privacy Hedge? Pittosporum?

When I first moved into my house, there was a row of Oleander at the front, creating some privacy. Unfortunately we lost them to disease and so here we are looking for a replacement. I was originally inspired by this picture...

My mom said that plant wouldn't work well for my zone. And now due to budget constrictions, we are nixing the fence. I really like the airiness of the yellow Forsythia. I have a Pittosporum in my back yard that I think is a nigrescens. It has dark stems and is airy and wispy.

I was wondering if this would make a good privacy hedge or if you guys had any other suggestions. The oleander did a great job of creating a barrier but sometimes too much. (People would dump stuff in front of our house). So, I am looking for something a bit lighter.

I am in Southern CA, specifically the San Fernando Valley (91606). These would be in full sun. Any advice would be appreciated.
