Citrus Leaf Curl

I have a small Meyer Lemon in a large pot in full sun. All last year's leaves are curled, but I don't know why. I've checked for bugs or anything else wrong, but can't find a thing. All the new growth seems OK Anyone have any ideas?

the leaf miners are really small but they do curl all the new leaves. Hanging sticky traps away from the trees with the citrus leafminer lure inside really helps but you have to start early before the damage starts next year

If your problem is caused by CLM (Citrus Leaf Miners), I sprayed neem solution twice a week for two to three weeks. Neem works slow, but it controlled CLM on my citrus.
