transplanting small shurb Pieris japonica

Pieris japonica Lily of the Valley Shrub. I added Pieris japonica, that was not doing well to begin with. It was the shady side of the garden. I dug it up and the roots had not taken to the soil after two months or more. I was watering it and keeping it alive like a cut flower. Now the new location has more sun. There is lots of growth, but it looks unwell. Why do the roots not take? Is this because of too much shade, too much water, is the soil to rich? What can be done to make the plant grow roots instead of more foliage?
