Unusual response to hard pruning

Late last summer I hard pruned a sasanqua and a Sacococca. I didn't care if they died since they had become too woody and large for their spaces. A few months later they both budded, buds about an eighth of an inch in size. They stayed like that through the winter, not changing one bit. This spring the buds never enlarged. Everything else now is growing. I gave up on these plants and dug them up. Anyone every have a similar experience? I wonder if they would have ever grown, at least with any degree of viogor.
