We live across the bridge from you in the Oakland hills. The following work for us:

-Bees like lavendar, lantana, Shasta daisies, erysimums (wallflowers), aptenia (keep this one confined), CA poppies. They sleep in the dahlias!

-Gulf Fritillary butterflies live only in passiflora vines. These vines are fence- and trellis-crushing monsters, however; prune lightly but regularly to keep them under control but still attract butterflies.

-Rufous hummers adore our pink cestrum, if you have room. Shrub is multi-branching, arching, about 10x10' mature size. Virtually never out of bloom, and I mean never. Since 2002 it has been out of bloom maybe four months total! It is prone to black scale; I knock 'em off with a garden hose spray and the shrub soldiers on. Water deep but let the soil dry out on top in between, and mulching is always good.

Don't know where you can find it in SF, but it's sold by East Bay Nursery on San Pablo Ave. in Berkeley, between Dwight Way and University Ave. Here's a photo of ours from February 2011 - I keep it trimmed back out of the walkway and it's in a bed only 2' deep:
