Black dots on soil, bugs or seeds or?

they are shiny tiny hard dots on the surface of the soil.
can't be opened or crushed by fingernail.
they don't move.

what are these? there's more of them in shady areas, esp under some weeds.

what's a trash palm? I can't find it on google.

there are really no trees in the area, this is new development, out neighbours (left n right) also got their house yard built at the same time. the other neighbour over the fence, house is still being built. we have burrowing owls in the area and squirrels. i only have weeds in the yard, most i can't find an identification to. but they don't seem to have black seeds.
