ID this plant?

Can anyone tell me what plant this is? It appears to have been planted as a hedge but has grown long and leggy under the shade of privet trees. Has been growing without care or water in this garden in the Bay Area for years. Has a scent, not sweet but not bad smelling, either.

Actually, it looks like privet. It's blooming all over southern California now, attracting what's left of our bee population.

Maybe a different kind of privet? I only grow Waxleaf, and the flowers are yellower and more densely packed together, and the leaves do not grow that way.
