Stagnant Varigated Hebe in Stockton, CA

The Varigated Hebe pictured in the link below is pretty much the same size I got it about 6 months ago. I originally planted it in a spot that gets about 5-6 hours of direct sunlight and is shaded after that. In addition I think I planted this incorrectly when I first got it. It was sitting too deep in the ground and the drainage was not up to par.
I pulled it and replanted it maybe 3 months ago with cactus soil and made sure it sat up slightly above the ground to provide better drainage. Even then the plant just didnt seem to do anything.
As a last ditch effort to save the plant I've repotted it like you see in the picture and have moved it into a spot that gets direct sunlight the entire day.
Does this strategy sound like a good one to jumpstart this plant? Should I trim this back to promote new growth?
