Salix Arctica as novelty potted plant? Where to buy?

Are there any online nurseries that sell Salix Arctica (Arctic Willow)?

I was wondering if it would tolerate growing in a pot of suitable soil outside in California. I am very interested in this plant, as it is the northernmost woody plant in the world. It has fuzz on all of its leaves to protect it from the cold, so perhaps it would die in 100+ degree heat, even if it had an ample supply of water? Can clippings of Salix Arctica be planted just as clippings of most other willows can?

On a slightly different topic - I was wondering how many other woody plants can be planted in this way. I know certain types of bamboo clippings can root and be planted this way, but Willows are the only trees I know of. Are there more?
