I think too much water. It has drowned. When a plant gets this bad over/underwatering can look the same.
I have a huge one 8 feet across and give it a good soak once a month. Another in a pot I water the same way and it just put out 22 new fronds. I had it in the ground once and it got to much water in winter and lots of fronds turned yellow.

I think the problem is in the soil also. I would dig down next to it see what the soil looks like. Cycas revoluta is a very tough plant. almost impossible to kill. For some reason it is not able to get water or nutrients from the soil, either too dry or too wet or some chemical in the soil. Where you live it could never get cold enough to hurt it. Al
