Calif. poppies - cleaning up after they've bloomed

Last year I had the lawn removed from my small front yard and in its place planted drought-tolerant perennials. I love it! In Jan/Feb I decided I would try planting some Calif. poppies in some open spaces. It was a huge success.

They've been blooming like crazy for a couple of months and are now winding down. I want to clean up the old foliage and also pull up the plants that have spread too far into the other plants' zones. I'd also like them to bloom again next year without replanting.

If I pull the plants out before the seed pods dry and open, will they ever come back? Should I wait and let the seeds fall from the pods? The dry foliage is beginning to look messy and I'd like to be rid of it.
