I grew it in the bay area outdoors for years. At best it was semi deciduous,most years deciduous. The new spring foliage was spectacular.
For you it should be evergreen in z23-24 Sunset. By spring,you'll still be glad as the new leaves replace the tired old ones.

I'm inland, and it loses all of its leaves each year and is slow to leaf back out. It is just now getting its leaves. I love it.

Love how lush your garden looks, hose. The brugmansia & euphorbia are both lovely.
