cutting back Achillea

I have Achillea 'Moonshine' which got tall and fell over, so not it looks like a 6 foot circle of stems with flowers on the outside of the circle. Can I cut it way back and will it come back upright? I sure do not relish the thought of cutting off all those flowers! I already cut a little of it and have stuffed a huge vase full of stems.

It's a tough call, because new stems will grow off of the old ones and flower. I cut it all the way back to the base foliage, but I miss the second flush of smaller blooms. Every year I promise I will put a cage over it to support it...
