Yes, citrus are evergreen. How are you watering? How did you plant the tree? Are you fertilizing? How much sun are your trees receiving? If you could provide some photos, that would be very helpful. If it is recently planted it may be unable to take Sacramento blazing summer heat and sun right away. It may have been shadehouse grown, now all of a sudden it's in a furnace.

Is is small enough that you can shade it until fall? Then it can have the fall winter and spring to settle in, next summer it can handle the heat better.

A thick (4") mulch would not hurt, if it does not have that. Keep the mulch a few inches away from the base of the tree.

I agree with both the answers given. Before the leaves fell off were the tops of the leaves discolored in the middle of the leaf? Sunburn is easy to see and if the tree is moved from the shade into the sun, especially in Sacramento, burning is likely. When visiting Four Winds Citrus Growers at their growing grounds in Winters, all of their new trees were under shade cloth. It takes a year or more for a newly planted container grown tree to grow out of its root ball into your native soil, and during this time it is important that water is applied directly on the root ball, and at LEAST weekly during the summer.
