Parkinsonia x desert museum in zone 24

I have a Desert museum cross growing half a mile from the coast in San Diego. It has never flowered and has mildew on its leaves. I have noticed other Desert museum crosses with the same problem growing close to the coast in other neighborhoods. Is there a treatment for this malady or should I replace the tree?

Zone 23 is probably more reliable for preventing mildew. I'd replace it with a tree happier with your more humid conditions; lots of choices for zone 24 conditions.
