I might suggest it would be better to set up.an open mesh wire barrier, perhaps using welded wire mesh such as used to reinforce concrete sidewalks. This can also be purchased by the roll. Then you could plant any fast growing twining vine to grow up it. Some fast, flowering vines might include Thunbergia alata, Jasminum polyanthum, Pandorea jasminoides rosea, Bignonia capreolata 'Tangerine Dream', Distictis buccinatoria, etc. Anything that would grow and attach to a fabric barrier would likely eventually destroy it or cause it to topple from weight, or come loose under strong windy conditions.

Thank you for the suggestions Bahia. We wanted to immediately eradicate an eyesore rather than wait for vines to grow. No patience. We've been under construction for a while now and intend to rent the house out immediately once done. But this house next door that practically sits on top of ours will decrease the amount we can rent our house for. Our house is so dang beautiful, and theirs is literally a run down falling apart shack. A real problem for us that prolific bougie takes away, but regrettably we had to cut back 20 years of growth because it was ruining our old fence. Now we have to start all over.
