When is the best time to plant tulip bulbs outdoor? I am in bay area.

I just yesterday I put my tulip bulbs in the refrigerator. The first week of December I will plant them. They will be up in six weeks and start blooming two weeks later. Mine I plant under my roses and they hide the bare roses until the roses leaf out. The rose foliage then hides the tulips as they decline until they are dug out. I recover about one third of the tulips that are large enough to bloom again next year. Al

First, unless you live where it snows you have to refrigerate them at least 6 weeks or they won't make flowers. I try to put them in the ground before it rains and gets really cold, because it's a lot more work in cold, wet soil to plant them 6 to 12 inches underground. If you don't care about that, I would say the latest would be December-January, and that's pushing it, because they grow a good root system long before spring shoots push up. If you put them in later than that, they get spindly and might not make flowers.
