I have picked up city mulch/compost from the San Pedro site and the North Hills site. It really is neither compost (not finished) nor mulch (small size).
I do believe they make it with the green waste from residents, city waste when tree trimming, zoo/animal waste, and BIO SOLIDS.
There is always a large pile at the San Pedro site. Very dark, strong smelling (ammonia from the bio solids?), and steamy when you dig into the pile. Bring a fork for digging as there are no tool provided and a shovel won't do because of the woody nature of the stuff. Be prepared to pick out some trash, plastic mostly but sometimes pieces of glass. There is not much but it is there.
I have used it as a carbon when spot composting and have had no issues with weeds. I would suggest adding more nitrogen it has so many small woody pieces.
My corn loves it. My tomatoes and melons hate being near it.

With mulch, bigger chunks are better. If the pieces of wood are big enough to use as mulch, you shouldn't be using it as compost because it will take nitrogen from the soil as it breaks down. If you get it, leave it on top of the soil.

Thanks guys. I plan on using it for a succulent/ drought tolerant garden. I don't mind some plastic and glass. I suppose its better as a mulch on top then to mix into the soil as you both stated.

Muni-mulch is perfectly fine. This year I didn't use any and I got overrun with spider mites.

You can always get city compost and finish it at home.
