I'm having good luck using Sweet Bay (Laurus nobilis), shrubby Strawberry tree (Arbutus 'Marina', although the compacta might stay pot-sized longer), Agonis 'After Dark' and New Zealand Flax (I have used Phormium 'Maori Chief' and ''Guardsman').

It it for a large dumpster-type bin, or a regular curb-side type of rolling trash bin? A 22" pot is not going to support a huge plant without more waterings as it gets pot-bound. You may replace them as needed, or step them up. But if you need them to get tall enough to hide a 5'-6' tall dumpster, you should start with larger pots.

Texas privets. They stay green all year and won't give you any trouble. You can carve them into any shape you like, and they are cheap and easy to find. You can also try Iceberg roses, but they will call attention to the area when they are in bloom, so that may be undesireable.
