Palo Verde drops leaves & white stuff

I am asking this question for a friend. She says here Palo Verde tree has dropped all its leaves and has whitish stuff on the branches. It is not sap, but she doesn't know what it is. Can you help? I know PV trees lose their leaves in response to drought, but i don't know about the white stuff.

It could be whiteflies, mildew, or mites, or maybe something else. She should look at a piece under a magnifying glass and see if she can find any insects. Meanwhile, she can spray it down with a hose to see if she can get some of it off.

When we have a problem identifying such a condition, there is a resource available locally that is not used often enough. Every county has a university extension service available FREE. Look in your phone book under county offices to locate the address and office hours. If you take a sample of your problem, and leave it for the agricultural agent to examine, you will get answer in a few days that is scientifically correct, and not just a fellow gardeners guess. Al

Actually I am the Master Gardener that took the call. Thoroughly stumped and so is my agent.
