re-planting small citrus

I had a small (possibly dwarf) Meyer lemon planted in my backyard about 5 years ago. The tag on the tree says only Meyer Lemon (Improved) It hasn't grown much at all since it was planted. The trunk is no more than an inch in diameter and the tree is about 4' tall. It has maybe produced 6 lemons in its lifetime. This year it is really tanking - it did bloom this spring however all but one lemon fell off. its planted in basically DG which is only somewhat improved and I know that I have a watering issue - can't get the schedule / amount of deep watering right to help this tree. the question is - should I try to move it into a container? It seems like I could improve the planting medium and control the water better ... any advice is welcomed ... thx.
