Fouqueria splendens - Ocotillo

I planted a bare-root, ten foot Ocotillo last May. I have three stakes holding it up while it forms roots. Right now it has little mouse ear-like leaves all along the stems. Does the appearance of leaves mean it has sufficient roots, so I can remove the stakes? BTW Spraying the canes for several weeks, instead of regular base irrigation really worked to get it going.
