Birch Pruning in Indian Summer?

I have a large, overgrown European Birch that is in dire need of pruning. I live in Berkeley where we are just entering Indian Summer, hot days (80-90F) and warm nights (65F-75F). I read that a birch can "bleed" in the Spring and that the bronze birch borer comes around during the Summer. Does that mean I shouldn't prune it during warm weather? Since the temperatures are off season, I'm just not sure when it's safe to prune, but, I want to do it soon because the bushiness is disrupting my neighbors view.

Overall question, when should I prune a birch given the weird, coastal Bay Area weather?
