When to plant wildflower seeds?

I was recently given some wildflower seeds (California Poppy, Coneflower, Black-eyed Susan and Cosmos.) If I understand correctly, most of these are perennials, except Cosmos? Should I put these in the ground now, or wait until early spring? From what I read, most sources seem to say to plant in spring, but a local friend said that in most of Bay area (we are in Mountain View) it is fine or even better to sow them in fall, for early flowers. So now I'm confused as to what the best course would be. Any guidance would be much appreciated.
