Growing onions (Stockton reds)

I have planted onions several times,But they didn't turn out the way I wanted.Very small about 2" across and Stockton Reds are a large onion about" 4".Flavor was good though.

This year I loaded the space I going to use with Horse manure a good 6" and turned it under with a garden fork. It has been setting that way for about a month now.

My question is.

Am I using up the Nitrogen breaking down the manure? I bought some Blood meal to add when I till it just before planting.

I have 100 sets coming mid Nov.The way I have been planting them is NOT in rows,But instead I build a border around the space so when it needs water I flood it.

I have been planting them about 1'deep.

I could sure use some advice on how to change this to grow bigger onions.
