Have you tried pinning the canes to the ground to allow them to root while still attached to the mother plant? I've found that native/wild roses don't take well as cuttings.

Try just as the "June gloom" season begins; I get the best strike rate with roses then.

I have started a numerous amount of Rosa Californica. If you have new canes emerging directly from the ground all you need to do is cut them at ground level and put them in water until you see some roots form (which is within a week or so) I give them a few weeks - then pot them. I wait a few months until I see new growth - then plant them in the ground.
