Can a camelia tree grow here?

I'm a new homeowner that has a backyard that backs up to the parking lot of an apartment complex and they have just decided to install a security light that shines bright and ugly so I wanted to plant something to block the view.

My fence is 5' tall so I would love to plant a camelia tree but I'm not sure that there's enough space/light for the tree to survive.

Here's the pics, what do you all think?

If it's not suitable, I'm also thinking planting a jasmine on a vine on one of those trellis things.

The camellia has enough light to do well in the location. The only concern that I would have is whether or not the camellia will grow fast enough to screen that light you are trying to block. In time, it will serve your purpose, but it might not screen that light quick enough to make you really happy right away.
