Blooms Only on Bottom of Camellia Plants

We have two camellias (no idea what kind but deep red blooms) that were set out about two years ago. Last year they were covered with blooms. However, this year all of the blooms are around the very bottom of the plant, about 4 to 6 inches from the soil. No blooms whatsoever on the remainder of the plants. Each plant is about 5 feet tall and they appear to be very healthy.

Any info as to the cause and solution would be appreciated.
