mutant in my garden

This must not be rare since it is occuring in my garden, but is it common for camelias to mutate like this? It is on a young plant that has otherwise solid red flowers.

It's not at all unusual. It's called a "sport". A lot of our varieties started out as sports on other bushes. Leave it be until it gets big enough so that you can take cuttings to root if you want to duplicate it.
