I'm about 5' and would fit nicely planted on your deck...okay I know but it's snowing and freezing rain in Ontario right now. Nasty 4 day storm.

Seriously though - small azalea, yew. Google for deck gardens in your area - that might give you some ideas too. I'm not familiar with your climate enough to suggest.

One of the smaller growing Japanese Maples!! Great for container growing, should be fine in a BC winter (as long as the container is generously large).

There are quite a few small JM....Sharp's pygmy is an example.

Fargesia Ruffa.

Performs very well here and will provide the full season privacy you are seeking. Can be deciduous for the first couple seasons when planted in containers but will adapt and revert to its regular habits.

Very easy to compliment with some lower boxwoods in opposing planters, and maybe a planter with Black Mondo grass and some Dichondra Silver falls. Will give you a sharp look.
