Improve Soil Under Birch Trees

We have a grouping of 6 birch in our front yard. Although they are beautiful and go with the house (cedar Viceroy), the grass is dry and struggling. I would like to plant cyclomen around the base of the tree but there is little soil and extremely dry conditions. This is our second season in the house and my second year with my own garden.

I would like to create a "natural" looking garden with bleeding heart, dry tolerant ferns (ostrich or Japanese painted?), foxglove... any other suggestions are welcome.

This garden faces east and only gets sun in the morning in spring, less in summer when leaves are on the trees. Not a lot of money in the budget for gardening!

We live in Ajax, Ontario. Anyone in the area with leads to bargins???
