bare lavender stems--what can I do?

I have old lavender plants lining my walk. I love their fragrance and color, but I evidently did not prune them adequately/correctly. They have unsightly bare woody stems and the plants flop over the walk instead of blooming upright.

Is it too late to do anything to correct this posture problem? They are now green at the tips--I am afraid that cutting off the green will kill the plant.
