When to start planting outdoors?

I have many plants that I have grown from seed.

Tomatoes (cherry, grape & heirloom), zucchini, cuccumber, dahlias, phlox, red sheppard peppers, bell peppers, oregano, parsley, basil. When can I start to consider planting these outside, after hardening off, of course? Many already have 2nd & 3rd sets of true leaves. Zucchini and some tomatoes are starting to grow flower buds.

Peas, lettuce, spinach already planted. Lettuce and spinach under a greenhouse frame for now.

When there is no chance of frost. If you have sheltered beds, that you can throw covers over when there is a cold night, then as soon as the soil is nice and warm. Some plants can take more cold than others.
